The guidance raises several practical questions, including whether third-party audits under an overseas organisation's programme could constitute prohibited cooperation.

The guidance was circulated ahead of a special interpretation session for textile suppliers held on the sidelines of the Intertextile Shanghai Apparel Fabrics exhibition on 25th August.
