White House report names Cambodian apparel finishing as a customs risk amid $75 billion tariff evasion claims

WASHINGTON DC — Garment finishing in Cambodia has been singled out by the White House as a potential vehicle for disguising the origin of Chinese-made goods entering the US.

The claim appears in a new report from the Office of Trade and Manufacturing Policy, titled 'The Great Transshipment Scam', which also names other apparel and textile hubs, including Vietnam, Indonesia, Malaysia, Thailand, Bangladesh and Sri Lanka, as being "closely integrated" into China-linked manufacturing platforms producing apparel, footwear and other goods.
